Interesting concept, could see this evolve with movement on the grid, so for example you could temporarily retreat low supplied units, or place them onto "drop zones" where your resource allocation is doubled, so you can build campsites of some sort etc...
I would probably also make the resources more minimal, like you can only place 3/5 resources, so that each choices of where to allocate those resources is more meaningful :D

Thanks for all the great ideas! I think the game is going to become more abstract and closer to a board game, which is a direction I like. I'll give it some thought.
